Starting salary is between $43,764 to $67,946 per year depending on qualifications. A twelve-month probationary period is required. The pay schedule/range is 81-03. This position is not represented by a bargaining unit.

This position is located in the Department of Health and Family Services (DHFS); Division of Disability and Elder Services (DDES); Bureau of Long-Term Support (BLTS) in Madison.
Job Duties:This position administers the Birth to 3 Program to provide guidance to statewide early intervention services and support systems for infants and toddlers and their families.Responsibilities include oversight of the development of required policies and procedures for the Birth to 3 program; designing personnel and program standards and necessary components of the early intervention system; developing and recommending policies to assure funding of services; develop surveys; representing the program at national, regional and state meetings; preparing annual federal grant proposal, State Performance Plan, Annual Performance Report and other reporting documents required; developing budget for the program; coordinating working agreements and staff assignments in other divisions and state departments; and advising the Section Chief, Bureau Director and Division Administrator on program issues.Other duties include serving as the department representative with federal agencies, legislative officials, the Governor appointed Interagency Coordinating Council, counties and the general public to develop cooperation and maintain relevance for the Birth to 3 program; preparing and presenting materials for meetings, training sessions, conferences and seminars; drafting statutory and administrative rule language; and supervising Birth to 3 program staff.
Knowledge of child development and early childhood programming for children with disabilities; acute and primary health support delivery systems; early intervention and educational services including Individuals with Disabilities Education Act, Parts B and C; community long-term support and service coordination for children with disabilities; and fiscal, budgeting, and research methods. Ability to establish and maintain effective contact and communication with groups of varying interests, including advisory groups and other interested parties; implement and manage program and administrative goals; supervise and lead others; and communicate effectively in writing and orally with a variety of audiences.
