Salary:
Starting salary is between $47,979 and $81,971 annually depending on qualifications, plus excellent benefits. A one year probationary period is required. This classification is in Pay Schedule/Range 71-01. Current state employee’s pay will be set in accordance with pay upon appointment provisions for the non-represented compensation plan for broadband 71-01.
Special Qualifications:
Candidates must possess a law degree from an accredited law school upon appointment and be licensed to practice law in the State of Wisconsin prior to passing probation. Candidates must also possess a valid WI Drivers License or ability to access remote work locations without Agency assistance.

An attorney at the Wisconsin Employment Relations Commssion (WERC) has a chance to practice law at one of the nation’s premier labor relations agencies performing a unique variety of duties.  The work is intellectually demanding and oriented toward public policy, yet carries the human interest and satisfaction of assisting everyday working people, their unions, and their employers to resolve work place problems.

 

WERC is based in Madison but some staff is headquartered elsewhere in the state.  The position will require frequent travel throughout the state.  Please visit our web site at http://werc.wi.gov/ to learn more about us!

Job Duties:   

Conducts administrative hearings in unfair labor practice, election/unit clarification, State civil service personnel appeals, and declaratory ruling cases, and prepares/issues findings, of fact, conclusions of law, orders, and accompanying memoranda explaining the decisions.  Conducts grievance arbitration hearings and issues final and binding grievance arbitration awards.  Conducts mediation sessions, consensus bargaining training, and informal and formal investigations into interest arbitration and fact-finding petitions.

Special Notes:   


  1. A well-qualified applicant would have exceptional legal research, writing, and analytical skills, a demonstrated interest in and knowledge of administrative law and labor relations law, experience in administrative litigation and labor negotiations, an articulate and persuasive manner, and a commitment to peaceful resolution of employment disputes.

 

2.   Job duties during at least the initial years of employment will predominately involve conducting administrative hearings and writing administrative law decisions.

Job Knowledge, Skills and Abilities:   

Legal research and writing; labor law, collective bargaining concepts and terminology; legislative interpretation; administrative law; contract interpretation; mediation; strong communication skills; ability to manage multiple and competing assignments.
