This position provides expert leadership for state and federal accountability policy, coordinates, reviews, directs, and evaluates progress in districts and schools relating to academic performance and progress obligations under the Elementary & Secondary Education Act (ESEA) Title I accountability rules and section 115.38, Wisconsin Statutes. The work of this position falls into four primary areas: recommends policies and strategies related to measurement and implementation of state content standards, assessment and accountability requirements at the school, Local Education Agency (LEA), and state level; develops statewide systems of evaluation of Adequate Yearly Progress for school, district, and state educational accountability under state and federal laws; provides technical assistance to school, LEA, Cooperative Educational Service Agency (CESA), and departmental staff regarding use of educational assessment data to plan for improvements in student learning and school performance; and designs, develops, synthesizes, analyzes, and reports statewide accountability results to various local, regional, state, and national educational agencies. The selection process for this position will include a criminal background check. Job Knowledge, Skills and Abilities: Knowledge of statistical evaluative techniques employed while using large data sets; technical reporting including longitudinal analysis of test data, suppression rules, etc.; presentation techniques related to testing, measurement, research, test development, reporting and evaluation; using research findings and assessment results for curriculum development and modification for student learning; file layouts and importing and exporting data from data files and software such as databases, spreadsheets and statistical software; Excel spreadsheets – creating pivot tables, working with large data sets, creating charts and graphs illustrating data in a variety of ways; and development and delivery of effective presentations and associated materials using a variety of media.
