This position is located in the Department of Health Services (DHS); Division of Public Health (DPH); Office of Policy and Practice Alignment in Madison.

Job Duties:   

This position directs the development and implementation of the Division of Public Health strategies and initiatives to improve the health status of economically disadvantaged racial and ethnic minority group members in Wisconsin.  This position promotes awareness, coordination, and support for minority health initiatives and advises and recommends decisions on major policy, organization changes, budget allocations, and programs that impact minority health. Duties include development of strategies and overseeing the implementation of the Minority Health Program in order to promote health equity and address racial/ethnic health disparities; program operations including human and fiscal resources; managing a budget; directing use of several funding sources according to protocols and mandates; preparing reports to funding agencies; and providing direction and leadership to develop and implement strategies for increasing capacity of the Minority Health Program, including seeking new funding sources and ways to leverage resources.  This position is responsible for the development and effective functioning of the Minority Health Leadership Council and collaborates with and provides statewide consultation and technical assistance to community-based, faith-based, tribal organizations, policymakers, and other public and private sector partners on programs and initiatives related to minority health.  This position is the designated state contact for the federal Office of Minority Health and establishes and maintains effective liaisons with other federal and state agencies.  This is a full performance supervisory position responsible for performing complex managerial tasks associated with Public Health.

Job Knowledge, Skills and Abilities:   Knowledge of the principles and practices of public administration and state infrastructure development, especially needs assessment, data management and analysis, planning, collaboration and coordination, resource development and allocation, consultation and technical assistance, policy development, quality management and evaluation; issues, dimensions, linkages, programs, and resources related to minority health at all levels; principles of planning and the integration of the goals and objectives from a wide variety of public and private interests and groups; principles of planning; federal and state policies, programs, studies, research findings, methodologies, changes in laws, regulations and programs; principles and practices of supervision; research methods, techniques of collecting, organizing, analyzing and presenting data and information; skill in seeking out and writing grants; ability to establish and maintain effective working relationships and building coalitions with other agencies, organizations, the general public, funding sources, and groups of diverse interests; exercise effective administrative direction throughout a large organization; apply effective supervisory principles and ability to speak and write effectively.
