This position is located in the Department of Health Services (DHS); Division of Long Term Care (DLTC); Bureau of Financial Management in Madison.

The DLTC oversees institutional and community-based long-term care for elders and people with developmental, physical, and sensory disabilities. The Division promotes high quality of life and high quality of care for people with disabilities and elders by developing policies and programs that promote choice of where and how people receive services and access to high quality and cost-effective services. The Division also develops and supports programs that prevent, postpone or minimize the need for long-term care.

Job Duties:   This position serves as the Chief Financial Officer (CFO) of all Medicaid long-term care programs and directs the activities of the Bureau of Financial Management (BFM). The Bureau has primary responsibility for fiscal policy and support for the managed care Family Care and Partnership and PACE programs; the self-directed IRIS waiver; the traditional Medicaid home and community-based waivers (HCBW) for elders and adults with physical and developmental disabilities; fee-for-service nursing home services; and Children’s programs including the home and community based waiver services for children with autism and other long term support needs, the Birth to Three Program, the Family Support program and the Katie Beckett Program. The CFO provides policy and fiscal organizational leadership to maintain strong financial management consistent with policy goals as well as administration, organization, direction and coordination of the total financial system and fiscal operations of these programs which total annual expenditures of $2 billion as of FY09.

This position is responsible for assuring that efficient and cost-effective procedures and protocols are in place to assure strong fiscal integrity of the programs administered by the Division. The position is also responsible for ensuring consistent reimbursement policies across long-term care systems and ensuring fiscal and purchasing strategies align with program objectives. The primary responsibilities of the Bureau of Financial Management include: financial oversight of Managed Care Organizations; budget development and monitoring; rate setting for the managed care and nursing home and IRIS fee for service programs; Federal and State financial reporting; policy and fiscal analysis; fiscal oversight of programs; contract management; development and maintenance of business processing systems; and data collection and analysis. This position will ensure that the Bureau of Financial Management carries out the financial and business responsibilities, and will ensure that financial, budget, and business standards are enforced consistently across programs. The CFO must identify policy and process alternatives for meeting programmatic goals of the Division Administrator, DHS Secretary, Governor, state law, state administrative rule, federal law, federal regulation and federal policy.

Well qualified candidates will have proven leadership skills and managerial experience in the areas of fiscal oversight, development and monitoring of budgets, fiscal and policy analysis and systems evaluation and improvement.

Job Knowledge, Skills and Abilities:   Knowledge of government financed managed long-term care programs; the Medicaid program and Medicaid managed long-term care programs, home and community-based waiver programs and the Medicaid fee for service system; financial monitoring tools for complex organizations; actuarial methods for rate setting for managed care health programs; state budget process and state fiscal management systems; leadership and management practices; and budget development and budget monitoring tools. Ability to lead and participate in teams; solve problems analytically and effectively communicate orally and in writing.
