As the country faces the massive undertaking of the American Recovery and Reinvestment Act (ARRA), the state of Wisconsin has been provided with numerous opportunities to strengthen and build its transportation infrastructure.  Personnel resources are critical to the Wisconsin Department of Transportation successfully achieving these vital investments.  It is anticipated that many of the highway and bridge projects will be delivered within the near future resulting in the need for short-term employment.  The Department intends to fill many positions through Project-Project (short-term) Appointments.  Such project appointments are anticipated to last for two years; however, there may be a possibility of extending the appointment for an additional two years.  For more information about benefits available to an Equal Rights Officer-Entry Project-Project Position please visit: http://www.dot.wisconsin.gov/about/docs/pp-equalrights.pdf


This opportunity is being reannounced in order to fill an Equal Rights Officer-Entry project appointment in the Division of Transportation System Development’s office in Waukesha/Milwaukee.   

Job Duties:   

This entry-level project position works under the close supervision of the assigned Technical Services Supervisor and under the guidance of the Region’s Labor Compliance Coordinator.  Primary responsibility is to assist in managing labor and wage compliance on all American Recovery and Reinvestment Act (ARRA) projects within the respective region.  This includes investigating and enforcing labor standards and prevailing wage complaints, auditing employer payroll and other records, communicating with employers and their legal staff to resolve potential violations and perform general affirmative action/equal employment opportunity compliance duties. 

Job Knowledge, Skills and Abilities:   

Problem Solving and conflict resolution skills
Ability to interpret and enforce policies, administrative rules and statutes
Ability to analyze written information to determine conformance with laws, statutes and regulations
Oral and written communication skills
Ability to interpret and explain information to others
Strong interviewing technique skills
Knowledge of methods to assure compliance with codes, policy or statutes
Knowledge and understanding of laws relating to Equal Employment Opportunity, Labor Compliance and the DBE program (Davis Bacon Act, Wis Stats 103.50, Exec Order 11246, Chapter 29 of the Code of Fed Regs)
Ability to operate computer systems to create and update databases and written correspondence
Strong attention to detail
Strong organizational skills
