Minimum starting salary is between $52,737 and $87,017 per year depending upon qualifications. The pay schedule/range is 81-02. A two year Career Executive trial period is required. This position is not represented by a bargaining unit.
This position is located at the Department of Health Services (DHS); Division of Mental Health and Substance Abuse Services (DMHSAS); Bureau of Prevention, Treatment and Recovery (BPTR) in Madison.
Job Duties:This position is responsible for the management and supervision of the Integrated Systems Development Section in BPTR. This position serves as the lead in the implementation of evidence-based and recovery-oriented mental health & substance abuse practices in publicly funded county and managed care systems, such as the development of the new 1915i Medicaid state plan service, SSI Managed Care, Family Care, Partnership, Medicaid & Badger Care programs. It is a complex, high risk, high visibility job which has major statewide significance. A principal responsibility of the position is to direct the planning, design, implementation, and ongoing administration of the Mental Health/AODA system transformation efforts.The position will also provide oversight of the Children, Youth & Families Unit that oversees the development of programs for children and family mental health & substance abuse services.The Integrated Systems Development Section is also responsible for the overall technical assistance and development plans for the mental health & substance abuse county and service provider systems. This position will involve close collaboration with the Division of Health Care Access & Accountability, Department of Children & Families, Division of Public Health, as well as other departments including Department of Corrections, Office of Justice Assistance, the Department of Workforce Development, and the University of Wisconsin.
Knowledge and skills in the principles and practices of strategic planning, policy analysis and policy development; mental health and/or substance abuse programs; managed care in Medicaid, Medicare or commercial population groups; quality improvement and quality assurance methods; management and supervision, including delegation of work assignments, establishment of goals and objectives; group dynamics and organizational behavior; problem solving and team building techniques; conflict resolution; and skills in effective oral and written communication.
