The Department of Employee Trust Funds currently has a vacancy for a Policy Advisor in the Office of Policy, Privacy and Compliance. A second vacancy is anticipated in the Division of Retirement Services.

Job Duties:   

This position is responsible for monitoring state and federal legislative and regulatory changes; analyzing statutory and administrative rule proposals considered by the department for the legislative session; researches, analyzes and recommends changes to benefit plans; drafts policy changes and directs implementation of changes as necessary; responds to inquiries from legislators, legislative staff, department staff, participants, and employers as assigned; provides advice to the Director and to Executive staff on how legislative and regulatory changes may affect ETF benefit plans; proposes, drafts, and revises informational materials to be distributed to employers and plan participants; reviews informational materials to ensure that content is current and in conformance with laws and policies.

The second anticipated vacancy in the Division of Retirement Services (DRS) will also be responsible for performing as the DRS liaison with the Office of Internal Audit for all activities related to the DRS system, policy, and operation audits.

Job Knowledge, Skills and Abilities:   Ability to analyze and interpret federal and state legislation; knowledge of state and federal laws, rules and regulations governing the health and disability benefit programs; knowledge of state and federal laws, rules and regulations governing 401(A) retirement plans; knowledge of philosophy, principles, and practices of the retirement and survivor benefits programs; ability to analyze, plan, lead, and implement a major policy or program related activity; knowledge of policy and program development principles and techniques; knowledge of techniques and methods used in policy and issue analysis; ability to read and interpret policies, procedures, guidelines, rules, and regulations; knowledge of project management methods; knowledge of techniques for planning and organizing work projects to meet deadlines or unanticipated needs/priorities; oral communication skills; working knowledge of negotiation methods and techniques; skill in maintaining cooperative interpersonal relationships with a variety of people at different levels within and outside of the organization; ability to work effectively in a team environment; written communication skills; knowledge of the uses and applications of Microsoft Office software programs, including Outlook, Word, Excel, and PowerPoint; knowledge of methods to summarize and explain results of research and analysis; and knowledge of methods to effectively display data for use by others in making management decisions.

The second anticipated vacancy in DRS also requires the following: ability to coordinate and manage diverse workload responsibilities and manage projects independently; knowledge of research methods and analysis techniques; knowledge of investigatory methods and techniques for purposes of resolving complaints or disputes; knowledge of information systems and data processing; knowledge of auditing techniques and principles of internal control; knowledge of adult education techniques; knowledge of accounting principles and practices; skill in performing complex mathematical calculations; and knowledge of information financial system design and operation.
