The starting salary will be between $59,405 and $98,021 annually depending upon qualifications. Plus an excellent benefits package. This position is in schedule/range 81-01. A two year career executive trial period is required.

Help make a difference in the lives of children and families! The Department of Children and Families (DCF) is looking for talented and dedicated staff who want to be a part of this historic opportunity for Wisconsin to place new focus on its most important assets its children.

Job Duties:   This position functions as a key policy advisor to the Secretary of the Department of Children and Families.  The position has substantial authority to act on the behalf of the Secretary in the formulation, determination and implementation of extremely complex external policy development and major interdepartmental initiatives to strengthen services for children and families.  This position deals with publicly sensitive issues.  The position guides and participates in setting strategic departmental directions and provides alternatives/options focused on managing and harnessing the magnitude and impact of changes and initiatives on the department's and state's resources which impact programs for Wisconsin children.

The position manages departmental studies and policy issues that impact on children's programs, departmental operations, other agencies, private concerns, the public and substantial populations of affected citizens.   It provides executive level liaison functions involving highly complex interactions and involvement with administrators and other executive level officials in government as well as executives and leaders from non-profit organizations and foundations.

Job Knowledge, Skills and Abilities:   Knowledge of techniques and methodology used in: policy issue research, analysis and evaluation; analyzing human services policy options and the effect of those options on service recipients, service delivery systems and program administration; state budget/funding, legislative processes, as well as federal regulations and funding mechanisms governing human services program for children and families; project management principles and techniques used for large complex organizations at executive, management and line staff levels; system assessment to identify family and child strengths and needs to develop services, programs and structures to meet identified needs; consensus building, team building and group facilitation techniques; strong written and oral communications skills.
