The Birth to 3 Program is Wisconsin’s early intervention program for infants and toddlers with developmental delays and disabilities and their families. The federal Individuals with Disabilities Education Act (IDEA), Part C provides a framework for a comprehensive program and county agencies coordinate developmental, health and social services within the community. The Department of Health Services oversees the Birth to 3 Program in Wisconsin to comply with state and federal requirements. Job Duties: The Human Services Program Coordinator Senior is responsible for research, development and maintenance of the federal Medicaid Home- and Community-Based Services Waiver applications related to children ages birth to three years; development of policies and mechanisms for Wisconsin Medicaid State Plan services related to funding of the Birth to 3 Program; and other grant and foundation requests for public and private funds to sustain the initiatives and efforts developed using the American Recovery and Reinvestment Act (ARRA) funds. This position is responsible to develop policies related to outcome-based quality assurance/improvement system requirements, administering agency selection criteria and other policies related to IDEA Part C, ARRA and Medicaid funds. This position requires skills to facilitate workgroups related to the Birth to 3 Program in coordinating the federal and state resources noted above, and that key requirements related to access, coordination, choice, quality and funding within the Birth to 3 Program service systems are met. The incumbent will make policy recommendations to the Division of Long-Term Care (DLTC) and the Department of Health Services (DHS) based upon the guidance of the workgroups, research and evidence-based practices in the area of early intervention, services and supports for children with disabilities in compliance with federal and state regulations. This incumbent works collaboratively with the Birth to 3 Program and Children’s Long-Term Support Teams and reports directly to the Bureau of Long-Term Support director. This position will design outcome measurements to assure programmatic goals are accomplished and reported to the Department, the Governor, Legislature and the Wisconsin Office of Recovery and Reinvestment (ORR), as well as federal, state and various stakeholder groups within reporting requirements and deadlines. This project position is funded under the American Recovery and Reinvestment Act of 2009 (ARRA) for a period of two (2) years. Job Knowledge, Skills and Abilities: Knowledge of federal and state laws, regulations, policies and procedures related to young children with long-term support needs and their families; federal and state laws, regulations, policies and procedures related to community services and their delivery to people with disabilities, particularly young children long-term support needs and their families; social, cultural, economic and special needs of long-term support needs and their families; federal, state and community programs and agencies providing services to long-term support needs and their families; policy development, application and administration; program planning and evaluation techniques; Medicaid rules and regulations; effective methods and accepted practices used in planning, organizing and implementing special analyses, studies, and reports; public advocacy methods and strategies; community inclusion principles; available funding sources and the procedures for submitting grant requests; short and long range planning techniques; legislative processes and state and county governmental organizations; and establishment and maintenance of information and reporting systems. Ability to develop public policies related to health and long-term care; exercise sound judgment and discretion in developing, applying and interpreting departmental policies and procedures; establish and maintain effective working relationships; and effectively communicate orally and in writing to a variety of audiences.
