Wis DOT's Bureau of Transit, Local Roads, Railroads & Harbors is seeking candidates who have experience working with government grant programs for a Grant Specialist position who will manage the Elderly & Disabled Capital Assistance Program. This is a permanent position.

DOT is located on Madison's near-west side directly on the Madison Metro route and offers low-cost parking, an on-site cafeteria and credit union, and plenty of nearby restaurants and shopping venues.

Job Duties:   This position will manage the Elderly & Disabled Capital Assistance Program (Section 5310 and 85.22). The goal of this program is to improve the mobility of elderly and disabled persons by offering technical and financial assistance to eligible applicants. As the Program Manager, the position is responsible for preparing program information, application requirements, and the distribution of approximately $3.1 million annually to private nonprofit and local public grantee agencies within the state. The position monitors and evaluates program reporting data as well as performs policy analysis. The Program Manager assures grantees are in compliance with federal program requirements and provides technical assistance to specialized transportation constituents in the areas of policies and procedures, program management, coordination, operations, vehicle selection and maintenance and related functions.

Job Knowledge, Skills and Abilities:   

  • Principles of the elderly and disabled and public transit services and issues.

  • Public transportation as it exists in Wisconsin, including the issues, controversies, and organizational arrangements that affect it.

  • Program and policy analysis techniques, data analysis, and program evaluation principles and techniques, and the ability to apply them in the analysis and resolution of complex issues and problems.

  • Principles and methodologies involved in transit planning and research and their practical application.

  • Principles of governmental budgeting, accounting, contracting, and procurement.

  • Preparation and evaluation of van and bus specifications.

  • State and federal procurement rules and processes.

  • Federal and state legislation, rules, guidelines, policies, programs, and funding sources affecting public transportation and the transit industry.

  • Evaluation of grant applications for compliance with established criteria.

  • State and federal grant program processes, procedures and monitoring techniques.

  • Project design and project management practices and techniques.

  • Writing reports and preparing documents.

  • Use of computers and computer software for planning, policy, economic, and statistical analysis.

  • Oral and written communications, including presentation of complex information to non-technical audiences and high-level policy makers.

  • Ability to establish and maintain effective working relationships.
