Wis DOT's Bureau of Transit, Local Roads, Railroads & Harbors is seeking candidates who have program management and analysis and interpersonal communication skills for Program & Policy Analyst positions. There are currently 3 permanent positions available.

DOT is located on Madison's near-west side directly on the Madison Metro route and offers low-cost parking, an on-site cafeteria and credit union, and plenty of nearby restaurants and shopping venues.

Job Duties:   One position will develop and implement a new program for federal capital asset management including asset inventory and control, inspection, maintenance, and disposition for capital purchases develops and produces policies and procedures that guide proper control of federal capital assets; and provides technical assistance and oversight to urban transit systems and sub-contractors in managing, controlling and disposing of capital assets in accordance with federal rules including technical assistance and oversight relating to federal rules for procurement activities related to the management, operations and leasing of facilities. This position performs site-visits and inspections of assets and related records to assure compliance with federal requirements and documents results; and participates in the project solicitation and selection process and works on strategies to support urban capital program for Wisconsin. The incumbent develops technical assistance proposals and contracts, study designs, research and analysis methodologies, negotiates work scopes and project designs with local officials and consultants, undertakes analyses, and implements and documents results. Additionally, the position develops appropriate training and informational materials for local units of government, transit systems, and external stakeholders. This position works closely with database developer to modify data system to capture information needed for automated storage of capital inventory, inspection and oversight reports and related information.

Two positions will share responsibility for providing program and policy analysis on issues, programs, and proposals impacting public transit in Wisconsin; and conceptualizes and performs analyses of a broad range of issues and topics ranging from elderly and disabled transportation, rural and intercity transportation, driver training, transportation demand management issues and approaches to research efforts on emerging topics in public transportation.  These positions prepare program information, application requirements and distribution procedures for approximately $173.3 million annually supporting 23 fixed route systems and shared-ride taxi service in 43 rural communities throughout the state; are responsible for issue identification and analysis; program planning, monitoring, and evaluation; development of statewide applications; and oversight of aid distribution and providing analysis and advice on the development of management policies and procedures necessary for assuring compliance with detailed and complex federal rules and regulations in areas as diverse as civil rights, Disadvantaged Business Enterprise Program (DBE), Buy America, Americans with Disabilities Act (ADA), and competitive procurement. These positions provide technical assistance in facilitating the growth and preservation of transit service, interpreting federal program guidelines to build Wisconsin's operating policies and procedures, negotiate contracts with the Federal Transit Administration, research financial and technical assistance needs; and provide technical assistance to local governments, Indian Tribes, private transportation providers and the Department on technical issues involving transit in urban and rural areas; and provide technical assistance, monitoring compliance, and evaluating performance with a focus toward improved efficiency and service effectiveness. These positions provide analysis and recommendations for the development and management of Wisconsin’s Intercity Bus Program which combines state and federal operating assistance to establish key intercity bus routes in Wisconsin; take the lead on the research, development and implementation steps needed to deliver this program with the highest benefit to the state; provide planning and technical assistance to urban transit systems in assessing performance and in various state and federal funding programs, determine eligibility for state and federal funding; develop technical assistance proposals and contracts, study designs, research and analysis methodologies; negotiate work scopes and project designs with local officials and consultants; analyze, and implement and document results. Work products are professional analyses and written reports and documents, including recommendations that are used by management for consideration of policy and process modifications, and for budget and funding decisions. These positions develop appropriate training and informational materials.

Special Notes:   These positions require the incumbent to travel.

Job Knowledge, Skills and Abilities:   

  • Principles of the transit industry, transit services, and transit issues.

  • Public transportation as it exists in Wisconsin, including the issues, controversies, and organizational arrangements that affect it.

  • Program and policy analysis techniques, data analysis, and program evaluation principles and techniques, and the ability to apply them in the analysis and resolution of complex issues and problems.

  • Principles and methodologies involved in transit planning and research and their practical application.

  • Principles of governmental budgeting, accounting, contracting, and procurement.

  • Federal and state legislation, rules, guidelines, policies, programs, and funding sources affecting public transportation and the transit industry.

  • Project design and project management practices and techniques.

  • Writing reports and preparing documents.

  • Using computers and computer software for planning, policy, economic and statistical analysis.

  • Oral and written communications, including presentation of complex information to non-technical audiences and high-level policy makers.

  • Ability to establish and maintain effective working relationships.
