Salary:
The starting pay is between $53,793 and $88,758 per year depending on qualifications, plus excellent benefits. The pay schedule/range is 07-02. A 6-month probationary period is required. This position is included in the Fiscal and Staff Services bargaining unit.

The Department of Corrections administers Wisconsin’s state prisons, community correctional centers, and juvenile corrections programs.  It supervises the custody and discipline of all prisoners in order to protect the public and seeks to rehabilitate offenders and reintegrate them into society.  The Department of Corrections (DOC); Division of Management Services (DMS); Bureau of Technology Management (BTM), central office 3099 E. Washington Ave, Madison, WI located on Madison’s east side with easy access and on-site parking.  BTM has two (2) IS Specialist Business Consultant opportunities.

Job Duties:   

Serve as a liaison and business consultant for one or more DOC Divisions to organize strategic and annual plans related to IT.  Understand the division, bureau and program area business needs and develop an enterprise-wide perspective.  Work with business and IT leaders to shape IT services and connect IT resources to mission critical business initiatives and functions. The scope and latitude of activities for this position are very broad. Primary duties include:


-         Providing consulting expertise in coordinating project portfolios, gathering business priorities, defining project justifications, analyzing IT issues, and reaching decisions in a business context.


-         Utilizing your extensive knowledge and expertise in business process analysis, information systems, and project management. 


-         Gaining an in-depth understanding of the business and the role state-of-the-art information technology plays in improving performance across business areas.


-         Leading communication and business partnership building activities that cross cultures of various business areas.


Interaction with staff and personnel from all organizational levels and areas of expertise from within and outside of the department is essential.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

Job Knowledge, Skills and Abilities:   Knowledge and experience with Business Requirements definition principles, practices and techniques; knowledge of management information systems principles, practices and technologies; Familiarity with several IT application development methods and techniques; current and emerging industry technology and trends; current industry standards; ability to analyze incomplete information, evaluate alternatives, make appropriate recommendations for strategic and enterprise-wide solutions; establish and maintain effective working relationships; maintain accurate and detailed records; experience with enterprise and mission critical situations; excellent business process improvement skills, functioning as a business analyst; people and communication skills, both orally and written; skills in problem solving, project management, Microsoft Office Suite, time management, considerable presentation skills, and knowledge of common leadership practices.
