See announcement "How to Apply" section for exam information. The Department of Corrections administers Wisconsin's state prisons, community correctional centers, and juvenile corrections programs. It supervises the custody and discipline of all prisoners in order to protect the public and seeks to rehabilitate offenders and reintegrate them into society. Job Duties: This position, reporting to the Warden, performs highly responsible personnel management work in providing expertise and leadership in the employment relations and personnel functions for a medium security prison with an adult male offender population. Major goals include administration and coordination of employment relations, position classification, staffing, payroll and benefits, supervisory training, affirmative action and other personnel related programs, as well as supervision of assigned staff. NLCI is considered a medium sized correctional institution in terms of full-time equivalent (FTE) permanent, classified staff as described in the Institution Human Resources Director classification specifications.The incumbent hired at the Institution Human Resources (81-04) level serves in a developmental capacity, consulting and working closely with DOC Central Office Human Resources staff in key functional areas and may be reclassified to the objective level of Institution Human Resources Director - Advanced (81-03) with demonstrated experience in performing duties at the higher level and upon assurance that all training and other requirements have been met in accordance with administrative rules and the classification specifications. WELL QUALIFIED CANDIDATES will have a four year or advanced graduate degree with a major or equivalent in Personnel Human Resources Management or Business Administration (or equivalent experience or an equivalent combination of education and experience), as well as one to two years relevant experience in a job related capacity. The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting. Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful, permanent resident, an alien authorized to work in the U. S, without DOC sponsorship) at the time of application. Job Knowledge, Skills and Abilities: Thorough knowledge of principles and techniques of personnel administration; personnel laws, rules, regulations, policies and procedures; labor relations and contract administration; state, and federal rules, regulations, and policies relating to payroll and employee benefits. Effective negotiating skills and practices. Ability to establish and meet work deadlines; to represent the personnel program effectively before a wide variety of people including employees, agency officials, union officials and the public. Effective oral,written, and interpersonal communication skills. Strong analytical skills and abilities; ability to analyze a situation, make recommendations, and express them in writing and orally. Ability to plan and direct the work of subordinate staff. Effective training techniques.
