Salary:
The starting pay is between $60,000 and $96,507 per year, depending on qualifications, plus excellent benefits. The pay schedule/range is 70-02. A two-year career executive trial period is required. This is a non-represented position.

The Department of Corrections administers Wisconsin’s state prisons, community correctional centers, and juvenile corrections programs. It supervises the custody and discipline of all prisoners in order to protect the public and seeks to rehabilitate offenders and reintegrate them into society.  The Department of Corrections (DOC); Division of Management Services (DMS); Bureau of Technology Management (BTM), central office at 3099 E. Washington Ave, Madison, WI. with easy access and on-site parking.

Job Duties:   

This position functions as the Applications Development Services Manager of a multi-platform Information Technology Department and reports to the Applications Development Section Chief. This section supports a wide range of applications that are used in the day-to-day business operations of the Department of Corrections (DOC), applications may be custom designed and built or commercial off the shelf solutions. This position will be responsible for providing support for all phases of the systems development life cycle for DOC Divisions and Departmental shared systems. This position may also have responsibility for computer systems of other State Agencies.


This position is to provide the highest level of service based on the allowable budget, and is required to monitor, analyze, evaluate and maintain a strict adherence to best practices of policies and procedures. The position requires strong interpersonal skills; the ability to plan projects, and solve complex problems.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

Job Knowledge, Skills and Abilities:   Knowledge of the principles of organization, administration and management; project management, project estimation, work plan preparation, and project change control; methodologies and techniques for business modeling, requirements gathering, analysis, design, testing, and implementation of data processing systems; computer programming languages and techniques; techniques used to establish and maintain effective working relationships with staff and customers; staff planning, both long-range and short-term; cost benefit analysis and feasibility study techniques; effective methods of written and oral communication, meeting leadership and facilitation, and formal presentations; the techniques and theory for supervision of professional technical staff; effective consulting and negotiation practices; Internet tools and technologies; current and emerging industry technology, trends and standards; web security tools and techniques, set up and use; setup and maintenance of relational database environments (Oracle & MS SQL Server); Internet tools and technologies (Java, .Net, MQ Series, WebSphere); n-tier/distributed architectures; ability to analyze incomplete information, evaluate alternatives, make appropriate recommendations for strategic and enterprise wide solutions; experience supervising development of client /server and web applications; multi-platform system development (full life cycle development); coaching and mentoring staff; staff planning, leadership, time management skills; and use Microsoft Office suite.
