Salary:
The starting salary is $48,458 to $95,004 annually, depending upon experience & qualifications, plus excellent benefits. Attorney Management positions are also eligible to receive a supplemental pay add-on amount not to exceed $2.75/hr. (For current state employees: This position is in pay schedule/range 71-01. Pay upon appointment for current state employees may vary according to the applicable pay transaction provisions of the Compensation Plan.) A 12-month probationary period is required.

Job Duties:   This position will function as the general counsel and chief legal advisor for the Department of Children and Families (DCF). This position will be responsible for providing legal advice and counsel to the Secretary’s Office and the divisions, bureaus, and offices within DCF; for representing the Department in legal actions and proceedings, such as administrative hearings, or before other legal entities; for analyzing and reviewing legislative or policy proposals affecting the agency; and for coordinating Departmental legal relationships with other state and federal officials (e.g., Wisconsin Department of Justice, district attorneys, corporation counsel). This position will handle compliance with open records law, as well as   supervise and manage the Office of Legal Counsel attorneys and support staff.

Special Notes:   SPECIAL QUALIFICATIONS: Must possess a law degree from an accredited law school and be eligible to practice law in the State of Wisconsin on the date of appointment. Previous law office management experience is preferred.

Job Knowledge, Skills and Abilities:   Knowledge of civil, administrative, and judicial legal processes; state and local government structure and operation; the process and procedures involved in conducting investigations; and Wisconsin's open records law. Knowledge of and ability to correctly apply the laws and rules in administrative appeals and contested evidentiary hearings, including: legal and judicial ethics, applicable rules of evidence and administrative procedure, constitutional principles, statutes, administrative rules, agency and court decisions, and rules of statutory construction. Knowledge of and experience with Wisconsin open records law.  Ability to: review proposed legislation and policy for potential impact on the Department’s programs, objectives, and mission; work effectively with persons and groups of different social, cultural, and educational backgrounds; address sensitive issues in an appropriate manner; and manage multiple and competing assignments. Legal research skills and skill in drafting formal and informal legal opinions. Strong oral and written communication skills. Knowledge of effective supervisory and management principles and techniques.

3) LEGAL ANALYSIS: Describe your work experience performing legal research and analysis. Include the topic of the information (including any experience relating to open records law), the purpose for the analysis, and how you presented your findings.

4) MANAGEMENT AND SUPERVISION: Describe your experience managing work activities, and/or supervising/leading/guiding staff in a legal environment (e.g., setting priorities, assigning work, scheduling work, hiring, discipline, counseling, training, etc.). Include your role, your specific duties and responsibilities, the composition of the staff (supervisors, professionals, paraprofessionals, support) and a description of the functions of the work unit involved.
