The starting salary will be set between $59,405 and $98,021 per year commensurate with qualifications and experience, plus excellent benefits. The pay schedule/range is 81-01. A two year Career Executive trial period is required. This position is not represented by a bargaining unit.

This position is located in the Department of Health Services (DHS); Division of Long Term Care (DLTC); Central Wisconsin Center (CWC) for the Developmentally Disabled in Madison, WI. Job Duties:   This position functions as the Center Director who is chief Administrative Officer and delegated appointing authority at CWC.  The position administers all programs at the center, including treatment, security, budget, fiscal, physical plant, food service, maintenance, housekeeping, and related auxiliary service programs. The Center Director is responsible for overall administration, supervision and coordination of a program of active treatment services provided by a qualified trained and appropriately supervised workforce in compliance with ICF/MR and other state and federal regulations and laws.  The position requires skills in the delivery of person center care, long range planning, overseeing and managing the center's biennial budget, assuring buildings and grounds maintenance/improvements, facility utilization planning, and contemporary quality improvement practices.  The Center Director is responsible for development and administration of overall staffing plans, expenditure management plans, fiscal policies, quality improvement including implementation, and internal business controls.  The Center Director works in partnership with the Director of Mendota Mental Health Institute (MMHI) to implement shared facility/campus support functions.  In addition to the DHS Administration and DHS central office, this position interfaces with numerous stakeholders including CWC employee bargaining units, county officials, managed care organizations, advocates and parents/guardians. This position is responsible for Center policies and practices consistent with the Department's Affirmative Action goals.

Special Notes:   Due to the nature of the position, all applicants who may be appointed to this position will be required to allow the Department of Health Services to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

Job Knowledge, Skills and Abilities:   Knowledge of federal and Wisconsin state rules, codes and regulations including ICF/MR standards; applicable state and federal laws and regulation for resident rights and affirmative action; advanced, contemporary supervisory and leadership techniques; executive financial management and program development; principles of organizational development and supervision; strategic planning and quality improvement principles; and analyzing data to interpret and draw conclusions from program and operational data.  Ability to work effectively under a shared facility support program with MMHI; work constructively and in partnership with CWC stakeholders including parents, guardians, consumers, advocates, employee unions, and county officials; and effectively communicate orally and in writing.
