Salary:
The starting pay will be between $45,088.27 and $74,397.52 annually depending on qualifications, plus excellent state benefits. This position is non-represented in pay range 81-03. A twelve-month supervisory probationary period is required.

This position serves as program manager in the Breath Alcohol Testing/Approval and Permit Program for the Wisconsin Department of Transportation in the Division of State Patrol.  This position is located at 4802 Sheboygan Avenue in Madison, Wisconsin. 

Job Duties:   

The Program Manager is responsible for: planning, organizing, supervising and directing the work of staff; supervising the provisions of scientific and technical support to all law enforcement agencies engaged in breath alcohol testing both through training, and through expert scientific and technical testimony in court;  preparing reports of analyses; directing training programs; evaluating, researching and recommending administrative and program improvements or changes; interacting with other government agencies, coordinating cooperative interagency work efforts and promoting the program; formulating policies and procedures; functioning as staff assistant to the program director;  and acting as director in her absence. 

Special Notes:   

Well qualified applicants will have a Bachelor of Science degree in chemistry or other life science fields and experience conducting chemical analysis in a laboratory setting.

Job Knowledge, Skills and Abilities:   Principles and practices of program supervision; personnel management; public relations; modern office management; computerized records systems, data entry and retrieval and preparation of reports; physiology and pharmacology of alcohol, the metric system of measurement and the principles and theory upon which breath alcohol test instruments are designed; adult education; court procedures; and rules of evidence;
