Salary:
The starting pay is between $53,000 and $87,017 per year depending on qualifications, plus excellent benefits. The pay schedule/range is 07-02. A 6-month probationary period is required. This position is included in the Fiscal and Staff Services bargaining unit.

The Department of Corrections administers Wisconsin’s state prisons, community correctional centers, and juvenile corrections programs. It supervises the custody and discipline of all prisoners in order to protect the public and seeks to rehabilitate offenders and reintegrate them into society.  The Department of Corrections (DOC); Division of Management Services (DMS); Bureau of Technology Management (BTM), central office 3099 E. Washington Ave, Madison, WI located on Madison’s east side easy access and on-site parking.

Job Duties:   This position analyzes, designs, and develops business applications for the Wisconsin Department of Corrections; works with Department personnel to identify system requirements, plans, designs and develops complex computer applications in varied technical environment including: Web-based technologies, Oracle, SQL Server, client-server, on-line and/or batch processing. Analyzes user needs, prepares business requirements documents and specifications; and, designs, writes, tests, and moves application components into production according to established standards; work as a member of System Development Teams under direction of project manager as needed and maintains and supports existing applications.

The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.

Job Knowledge, Skills and Abilities:   Knowledge of systems analysis processes and techniques; generally accepted business practices; data modeling techniques; multi-platform system architectures spanning PC's, midrange, and mainframe computers; IBM compatible equipment and operating systems; SQL and Oracle database management system; SQL and PL/SQL functions; graphical user interface (GUI) such as VB.Net, HTML, etc.; Java or C++ programming language; report generation, content management, or other web development tools; software testing and problem solving techniques; methods to conduct interviews to gather, assemble, correlate, and analyze facts; draw conclusions there from; devise solutions to assigned problems; and make recommendations; methods to recognize and evaluate information management and procedural problems and recommend solutions; common operating systems including Unix, Windows and Mainframe OS; and verbal communication skills and writing techniques.
