The Public Service Commission of Wisconsin (PSC) currently has a Program & Policy Analyst Project vacancy located at 610 N. Whitney Way, Madison.  The PSC is an independent regulatory agency dedicated to serving the public interest responsible for the regulation of Wisconsin public utilities, including those that are municipally owned.  Typical types of utilities regulated include electric, natural gas, telephone, water and combined water and sewer with more than 1,100 utilities under the agency’s jurisdiction.  Most of these must obtain PSC approval before setting new rates, issuing stocks or bonds, or undertaking major construction projects such as power plants, water wells, and transmission lines.  Please visit the website for more detailed agency information at http://psc.wi.gov/.

Job Duties:   

This position will work with  major policy and program development involving the following electricity-related topical areas stimulated by the American Recovery and Reinvestment Act of 2009 (ARRA): Energy Efficiency, Renewable Energy, Energy Storage, Smart Grid, Plug-in Electric Vehicles, Demand Response, Coal with Carbon Capture and Storage, and Transmission. This position will assist with the planning, development, enforcement and evaluation of programs and policies that address the above-mentioned electricity-related topical areas.  This position will research and review current regional and national trends, analyze and process utility proposals and plans, and participate in rulings and proceedings, to help facilitate the timely consideration of ARRA-related regulatory actions.  Additionally, this position will provide responses to oral and written complaints and inquiries, which require formulation of proposed policy and interpretation of Commission-approved policies, orders and rules.

Special Notes:   This is a Project Position scheduled up to December 31, 2011.  Due to the nature of the position, applicant who is appointed to this position will undergo a criminal background check.  Applicant who is appointed to this position must be a Wisconsin resident.  Occasional travel is required.

Job Knowledge, Skills and Abilities:   

Applicable statutes, rules, orders, and administrative code; current techniques in completing analysis of agency planning programs; current issues in electric utility regulation;

issues relating to Energy Efficiency, Renewable Energy, Energy Storage, Smart Grid, Plug-in Electric Vehicles, Demand Response, Coal with Carbon Capture and Storage, and Transmission; data collection and analytical methods, and the use of computer and computer models; cost/benefit and other economic analysis methods; ability to apply analytical skills and techniques to analyze programs and determine proper approaches; interpersonal skills, and, oral and written communication skills
