The Public Service Commission of Wisconsin (PSC) currently has a Public Service Engineer project position located at 610 N. Whitney Way, Madison.  The PSC is an independent regulatory agency dedicated to serving the public interest responsible for the regulation of Wisconsin public utilities, including those that are municipally owned.  Typical types of utilities regulated include electric, natural gas, telephone, water and combined water and sewer with more than 1,100 utilities under the agency’s jurisdiction.  Most of these must obtain PSC approval before setting new rates, issuing stocks or bonds, or undertaking major construction projects such as power plants, water wells, and transmission lines.  Please visit the website for more detailed agency information at http://psc.wi.gov/.

Job Duties:   

This project position will perform engineering functions in the regulation of electric public utilities. The primary responsibilities involve the review and analysis of public utility plans concerning the following electricity-related topical areas stimulated by the American Recovery and Reinvestment Act of 2009 (ARRA): Energy Efficiency, Renewable Energy, Energy Storage, Smart Grid, Plug-in Electric Vehicles, Demand Response, Coal with Carbon Capture and Storage, and Transmission.  Additional responsibilities include investigations into compliance with the Wisconsin State Electric Code and electric service rules for the state’s electric utilities, review and analysis of utility construction projects which consist of engineering and economic analyses, coordination with other Commission staff and other agencies, liaison and interaction with utility officials, preparation of reports and other documents, and assisting in the preparation of testimony and development of recommendations to the Commission.

This Project Position is scheduled up to December 31, 2011.  Due to the nature of the position, applicant who is appointed to this position will undergo a criminal background check.  Applicant who is appointed to this position must be a Wisconsin resident.


 

Upon hire, candidate must have graduated from an accredited college or university with a 4-year degree in electrical, mechanical, civil, or environmental engineering OR, possess a PE (Registration as a Professional Engineer), OR, possess an EIT (Certified as an Engineer-In-Training) license for the State of Wisconsin.

Job Knowledge, Skills and Abilities:   Applicable statutes, rules, Administrative Codes and Electrical Code; electrical engineering theories and principles as related to the planning, design, construction, and operation of electric utility facilities; electric metering; and power generation, transmission, and distribution systems; cost of power system equipment and facilities and some knowledge of the theory and application of engineering economics as it relates to electric utility systems and operations; use of specialized engineering analysis and modeling applications; environmental requirements affecting facility routing and siting; energy Efficiency, renewable energy, energy storage, smart grid, plug-in electric vehicles, demand response, coal with carbon capture and storage; rates and rules (tariffs) and some knowledge of the service areas, power system and operating practices, and characteristics of Wisconsin electric utilities; ability to conduct field inspections, investigations and audits of electric utility service, safety, plant, operations and procedures; ability to communicate effectively both in writing and verbally in a clear, concise and correct manner; ability to establish and maintain effective working relationships with co-workers, subordinates, representatives of regulated utilities, the public, and other governmental agencies and organizations; and, computer technology for office application such as word processing, spreadsheet analysis, data base management, etc
