The Department of Corrections (DOC) is currently seeking qualified and highly motivated candidates interested in a challenging and exciting "Career Executive" opportunity, to serve as Psychology Director under the Division of Adult Institutions (DAI), Bureau of Health Services (BHS). This position is located in the DOC Central Office, Madison, WI. The Department of Corrections administers Wisconsin’s state prisons, community correctional centers, and juvenile corrections programs. It supervises the custody and discipline of all prisoners in order to protect the public and seeks to rehabilitate offenders and reintegrate them into society. Job Duties:Under the general direction of the Psychiatrist Management, the Psychologist Manager position (Psychology Director) is responsible for the development, coordination, and administration of psychological services and programming within the Department of Corrections. This position determines and directs the scope of mental health treatment within the Department; monitors the professional practice of Psychologists - Licensed, Psychological Associates, Crisis Intervention Workers, Treatment Specialists, Psychological Services Associates, and Psychological Consultants; manages the responsibility for developing, approving, and implementing department policies, procedures and protocols concerning the mental health care of offenders; and provides oversight for mental health care with the exception of psychiatric practice, which is the sole responsibility of the Mental Health Director (Psychiatrist Management). Responsibilities include development, implementation, and maintenance of a Statewide Continuous Quality Improvement (CQI) program for DOC Psychological Services; supervision of key staff for the DOC Chapter 980, Sex Offender Program and the DOC-DAI Pre-doctoral Internship Program; as well as considerable consultation to mental health staff, Wardens, and others statewide regarding the delivery of mental health services. The Psychology Director may serve as liaison to off-site care providers to determine the adequacy and appropriateness of contractual service delivery. The incumbent may also represent the Department as directed with professional associations and community and governmental agencies such as the Department of Health Services, Wisconsin Coalition for Advocacy, Wisconsin Council on Mental Health, University of Wisconsin Department of Psychology, and the Psychology Examining Board. This position may provide consultation to the Divisions of Juvenile Corrections and Community Corrections as requested. A moderate amount of statewide travel is included in carrying out the responsibilities of this position. This position includes a moderate amount of statewide travel. Possession of a valid driver's license is required upon appointment. The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting. Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. Job Knowledge, Skills and Abilities: Knowledge of the theory, principles and practices of psychology, mental health programming, and administration including knowledge of therapeutic and diagnostic methods, mental health records and mental health cares issues; current standards and effectiveness of mental health programming and care delivery; standard of practice and ethical principles governing the conduct of Psychologists; WI Regulation & Licensing Requirements, investigative process and issues regarding maintaining licensure; legislative process, budget development, program evaluation and research techniques; management, training and supervisory techniques. This position also requires demonstrated effective oral, written, and interpersonal communication skills; ability to draft legislative language and testify in front of governmental committees or in court proceedings; ability to initiate and plan programs, set goals and objectives, and establish work plans; ability to exercise initiative and judgment in developing, interpreting and administering policies, standards and regulations; and ability to keep abreast of new developments in the field and in correctional mental health care. A well qualified candidate will have experience in the following areas: supervision of the professional practice of other psychologists; mental health administration; and work with incarcerated individuals.
