The Department of Transportation, Division of Transportation Investment Management, Bureau of Aeronautics has a vacancy for a full time Operations Program Associate at their Hill Farms Office in Madison.

Job Duties:   

This position reports directly to and receives direction from the Bureau Director.  This position provides a wide range of program assistance of considerable complexity to the Aeronautics Director and to the Section Chiefs and other Aeronautical professionals in the Bureau, including:
• Organizes the Bureau Director’s daily activities by scheduling meetings, calendar maintenance, and other  arrangements, as necessary.
• Provides critical support for the Directors direct involvement in the National Association of State Aviation Officials (NASAO) relative to Chair and Regional Director responsibilities.
• Perform functions directly related to the management and coordination of the Bureau’s Aircraft program which includes the use and maintenance coordination of Department/BOA aircraft with the Division of State Patrol and other state agencies.
• Perform functions directly related to the management of the external education, communication and recognition outreach program.
• Coordinates Bureau-wide functions and provides administrative assistance to supervisory and professional staff.
• Provides critical program support activities for certain Section programs including Aviation Education and Aeronautical certification.
• Maintains financial accounts necessary to the acquisition of Aeronautics and related equipment; prepares and processes purchase orders and requisitions required for vendor advance and final payments for these programs.
• Coordinates and maintains specific Bureau files of program-related data and coordinates or performs numerous related administrative functions necessary to the operation of the Bureau and each specific program.
• Coordinate with the Governor’s office on approving Findings which commit state and federal funds and create a funding vehicle for the airport development program.
• Provides division wide purchasing and procurement services, and maintains the Bureau physical inventory.

Job Knowledge, Skills and Abilities:   

  • Ability to communicate accurately and effectively in written and oral formats.

  • Knowledge of computer software applications necessary for creating complex technical documents, reports and for creating and maintaining databases.

  • General knowledge of aircraft scheduling and aircraft maintenance (DOA Operations Manual, Federal Aviation Administration [FAA] policies)

  • General knowledge of the aviation industry including operational and business aspects of general aviation.

  • Knowledge of aeronautical references, language and phraseology.

  • General knowledge of finance, accounting and budgeting.

  • Knowledge of payment, auditing and tracking.

  • Knowledge of purchasing, procurement and inventory.

  • Knowledge of planning and organizing large educational and technical conferences/events.

  • Knowledge of relevant FAA Regulations (Title 14/Code of Federal Regulations Parts 23, 43, 47 and 61).

  • Knowledge of legislative and congressional members.

  • Writing and editorial skills necessary for organizing and producing industry related publications, technical articles and posters/pamphlets and brochures.
