The Division of Transportation System Development is seeking a strong leader to direct the newly created Bureau of Traffic Operations. In providing leadership and management support for the statewide traffic engineering and traffic operations program, the Director of the Bureau of Traffic Operations will play a critical role in working toward ensuring the public safety of the citizens of Wisconsin and enhancing the emergency response effort of traffic operations services. This position is located at the State Traffic Operations Center in Milwaukee and will require travel to Madison on a weekly basis.

The hiring list generated from this recruitment may also be used to fill additional DOT Manager positions that may occur within the department over the next twelve months.

Job Duties:   As Director of the Bureau of Traffic Operations, this position is responsible for providing executive level support and for managing and administering the Division of Transportation System Development’s (DTSD) highway traffic programs. This position will plan, develop and manage the division’s policies and support for traffic operations. Additionally, this high level position is responsible for the development, management and implementation of the bureau’s annual and biennial budget. This position has a direct and extensive impact on departmental policies and activities. Participating on the division management team, this position is a regular participant and representative in departmental management activities and acts as a conduit between the bureau and the division and department. Maintaining a working knowledge of bureau programs, projects and services to ensure that high quality products and services are delivered, consistent with the Department/Division’s vision, mission, policies and standards, the Director has a direct impact on the statewide traffic operations. This responsibility also includes the management and supervision of bureau staff that are located in Madison and in Milwaukee.

RELOCATION INCENTIVE: The Compensation Plan permits granting a one-time Relocation Incentive Award to employees who relocate as a result of promotion or transfer and expense reimbursement in any dollar increment up to an amount equal to the monthly minimum for this position in the pay plan. Moving expenses may also be awarded.

Job Knowledge, Skills and Abilities:   
•Knowledge of complex managerial principles and practices including leadership and supervisory methods, complex budget processes, financial and position management.
•Knowledge of transportation principles and practices including wide variety of methods that address planning, development, operation, and maintenance of complex transportation systems.
•Knowledge of principles and practices of quality improvement programs and issues including understanding of customer needs and satisfaction, continuous improvement and development of measurable performance measures.
•Knowledge of effective communication techniques including public relations, strong negotiation skills and public speaking.
•Knowledge of long range planning and prioritizing.

An oral board exam will be required for this position. The oral board exams will be given on August 16, 17 and 18, 2010 in Madison, Wisconsin at the Hill Farms State Office Building at 4802 Sheboygan Avenue. To register for the oral board exam, please apply online and complete and submit your preferences of the dates and times listed. We must receive your information by 4:00 p.m. on July 30, 2010 in order to be considered for this position. Time slots will be filled on a first come, first serve basis. We cannot guarantee the time slot you request, but we will make an effort to accommodate your request. Once you are registered for the exam, you will be contacted by the Department of Transportation to confirm your exam date, time and location. Candidates should expect to receive an email confirming these details during the week of August 2. All exams must be done in person. Conference calls will not be permitted.


An oral board exam is a very structured, timed exam process, which will consist of a standard set of questions that each applicant responds to in front of a panel of job expert raters who will evaluate the responses.
