Starting pay is between $45,088 - $66,816 annually depending on qualifications. This is a non-represented position in Pay Range 81-03. A six-month probationary period is required.

This position is located in the Department of Agriculture, Trade & Consumer Protection - Office of the Secretary, reporting to the Budget & Policy Director. 

We are located in the Prairie Oak State Office Building situated on Madison’s southeast side and nestled in a beautifully wooded and scenic hilltop venue.  Our employees enjoy ample, low-cost parking at the facility.  We are only minutes away from the Beltline Highways, Interstates 90/94 and Highway 51 for quick access to local restaurants, retail and service locations.

Job Duties:   

From a department-wide perspective, this position serves as the principal policy analyst on the Wisconsin dairy industry and related policy issues.  The position also assists the Budget & Policy Director in developing and managing biennial budget proposals on a variety of topics. 

The position is responsible for researching and providing expert analysis on dairy industry and related policy issues to the department and its Secretary.  The position takes an active role in the improving the analytical capacity of the department, including policy analysis and research.  The position is also responsible for managing the development of policy proposals and keeping management staff apprised of actions. 

In addition, the position must maintain strong working relationships with department management and staff, industry representatives and experts, university faculty and staff, and interest groups.  On biennial budget issues, the position works as part of a team with staff from the Bureau of Finance.

This is a Project/Permanent position which is initially authorized through April 18, 2012. Prior to the conclusion of this time period, the agency will seek to continue the position on a permanent basis.  The person selected, following successful completion of a 6 month probationary period, will hold permanent status in State civil service with the ability to earn and receive all privileges for classified employees.

Job Knowledge, Skills and Abilities:   


  • Familiarity with policy analysis methods;

  • Knowledge of techniques for building and maintaining working relationships;

  • Knowledge of basic research methods, including data handling and use of descriptive statistics;

  • Use of journal indexes, search engines, and citation management software;

  • Effective oral and written communication skills; this includes methods for idea generation, outlining, drafting, and revising.  Familiarity with copy editing.

  • Methods for preparing and giving effective presentations to a variety of audiences;

  • Ability to self-manage, provide quality customer services, maintain integrity, and form effective working relationships.
