The Department of Natural Resources is hiring a Business Support & Information Technology (BSIT) Section Chief in the Natural Resources Program Manager classification within our Environmental Management Division.  The Business Support & Information Technology Section Chief will be stationed in Madison.

The Wisconsin DNR is located at 101 S. Webster Street in the heart of downtown Madison, near the state capitol, the Madison Metro bus route and the Capital City bike path. In addition, there are tons of nearby restaurants and shopping venues.  In partnership with individuals and organizations, the DNR staff manage fish, wildlife, forests, parks, air, and water resources while promoting a healthy, sustainable environment and a full range of outdoor activities.

Position Summary:   This position leads, directs and administers all policy, budget, personnel, owner financial responsibility, information technology and communication activities within the Business Support and Information Technology (BSIT) Section in the Waste and Materials Management (WA) Program, Division of Environmental Management (EM). Section chief positions within the Division are expected to perform their duties in service to the entire Division and with the full scope of the Waste and Materials Management program in mind.

This position is responsible for developing, directing, coaching, mentoring and supervising permanent and LTE staff. This position serves on management teams and is expected to be an active contributor. This position is a member of the EM Division’s Business Services Team. Customer and partner groups may include DNR staff, citizens, citizen groups, industry leaders, tribal governments, and governmental and educational representatives.

Special Notes:   The successful candidate for this position will be required to pass a criminal background check prior to appointment.


Applicants must possess the following required qualifications to be at least minimally qualified for this position:
1.Education or experience in a fiscal management role such as a specialist, consultant, or comparable position in a budget or fiscal management related field.
2.Supervisory experience (e.g. responsible for duties such as hiring, dismissing, counseling, performance management, etc.)

Best-qualified candidate will also possess the following preferred qualifications:
1. Experience gained in a regulatory setting (e.g. experience in a regulatory field, consulting for a regulatory agency, following permitting guidelines, experience with regulatory enforcement, etc.)
2. Experience in policy development (e.g. worked on standard operating procedures (SOPs) or handbook development, involved in code revisions, etc.)
3. Experience managing information technology projects
