This positions is in pay schedule/pay range 81-01. The starting salary is between $91,520 and $107,369 annually, depending on qualifications. Pay for current employees will be in accordance with the compensation plan. A 2 year career executive trial period is required.

Make an impact in Wisconsin promoting business opportunity, equity and compliance!  The Wisconsin Department of Transportation (WisDOT) has an open DOT Manager position that functions as the Director of the Office of Business Opportunity and Equity Compliance within the Division of Transportation System Development.  This position focuses on and provides leadership for the policy and programs related to Disadvantaged Business Enterprises (DBE), Title VI and labor compliance for WisDOT.  This position is located at the Hill Farms State Office Building at 4822 Madison Yards Way, Madison.

Position Summary:   

As Director of the Office of Business Opportunity and Equity Compliance (OBOEC) this position is responsible for planning, directing, administrating and coordinating programs, operations, and management of department-wide policy and programs related to Disadvantaged Business Enterprises (DBE), Title VI and labor compliance.  This position is responsible for the continual review and modification of existing policies and procedures, adjustments resulting from legislative and/or administrative rule changes and has a direct and extensive impact on departmental policy positions.  This Director level role oversees two supervisors and approximately 20 staff who work on the DBE, Title VI and labor compliance programs.

OBOEC serves as WisDOT’s regulatory arm that works specifically on the following areas to promote business opportunity, equity and compliance:

RELOCATION INCENTIVE: The Compensation Plan permits granting a one-time Relocation Incentive Award to employees who relocate as a result of promotion or transfer and expense reimbursement in any dollar increment up to an amount equal to 125% of the monthly minimum for this position in the pay plan. Moving expenses may also be awarded to the selected candidates.


Minimally qualified candidates will have training and/or experience in all of the areas listed below:

• Supervising/managing staff, including broad scope of management duties such as allocating resources, reviewing/assigning work, leading/motivating staff, etc. (must include a minimum of 3 years of supervisory/management experience)
• Managing at least one large program/project, which may include impacts to multiple program areas, involves stakeholder impacts and/or involves very public profile issues
• Managing multiple program areas

Well qualified candidates will have training and/or experience with all of the areas listed below:

• Significant experience supervising/managing staff (including more than 3 years of experience)
• Significant experience managing large programs/projects which includes major stakeholder impacts and/or very public profile issues
• Significant experience managing multiple program areas
