Salary:
The starting salary is $48,587-$53,137 per year (full time, annualized) based on prior nursing experience in the designated discipline, plus excellent benefits. This position is in pay schedule/range 11-09. Depending on location of position, a 6-month, 12-month, or 18-month probationary period will be required. This position is represented by the Professional Patient Care bargaining unit.
Special Qualifications:
Registration or eligibility for registration as a professional nurse in the State of Wisconsin. All positions require the ability to travel to required sites.

The employment register established from this recruitment will be used to fill full-time and part-time vacancies as they occur in the Division of Quality Assurance and the Division of Long Term Care (DLTC) within the Department of Health Services (DHS) in the following locations: Madison (Dane County #13), Milwaukee (Milwaukee County #41), Green Bay (Brown County #5), Eau Claire (Eau Claire County #18), and Rhinelander (Oneida County #44). NOTE: Vacancies may or may not be available at the time of your application.

Job Duties:   

In the Division of Quality Assurance, Bureau of Assisted Living, evaluate, license and monitor assigned community-based residential facilities (CBRFs), adult family homes (AFHs), certify Adult Day Care (ADC) programs and certify and register residential care apartment complexes (RCACs) to determine compliance with regulations established by the DHFS in order to protect and promote the health, safety and welfare of the persons being served. Recommend and participate in taking enforcement actions. Investigate complaints against licensed, certified or registered programs. Provide technical assistance to individuals or groups involved in adult residential care. A 6-month probationary period is required.

In the Division of Quality Assurance, Bureau of Nursing Home Resident Care, function as a member of the survey team conducting program monitoring activities and ensuring compliance with federal regulations and state codes, standards and guidelines for licensure, program certification and eligibility for participation in Medicare and Medicaid within nursing facilities, skilled nursing facilities and facilities for the developmentally disabled (long term care facilities). An 18-month probationary period is required.

In the Division of Quality Assurance, Bureau of Health Services, provide statewide comprehensive program review, technical assistance and consultation in a variety of health care programs. Responsibilities include application of federal and state regulations for general and special hospitals, home health agencies and hospices and application of federal certification regulations for providers and/or programs including end stage renal dialysis centers, Outpatient Rehabilitation, Rural Health Clinics, and other providers. Independent of the annual survey schedule conduct complaint investigations and special validation surveys. A 12-month probationary period is required.


In DLTC's Bureau of Long Term Support, design and deliver training to implement Mental Health/Alcohol and Other Drug Abuse redesign demonstration sites throughout the state; develop clinical practice standards and policies for mental health and substance abuse services; provide specialized consultation to various MH/AODA redesign groups, agencies, and county-based organizations. A six-month probationary period is required.


In DLTC’s Bureau of Long Term Support, determine Medical Assistance eligibility for children with severe disabilities, permitting those individuals to receive highly complex health care services in their homes/community in lieu of extended hospital/institutional placement. Provide primary consultation, policy development and technical assistance on the Katie Beckett Program, a statewide Medicaid program for children with severe disabilities. A six-month probationary period is required.

Job Knowledge, Skills and Abilities:   

Current professional nursing theory and practice; current medical concepts, practices and techniques; assessment, diagnosis and treatment interventions for community based care systems; evaluation of care programs; consultation and technical assistance practices and techniques; survey and evaluation techniques to determine violation of Wisconsin statutes and terms of licensure or certification; effective oral and written communication skills.


For vacancies in the Division of Quality Assurance, nursing home experience is preferred for positions in the Bureau of Nursing Home Resident Care; experience in either long term care, home health or mental health is preferred for positions in the Bureau of Assisted Living; and experience in acute care, hospital or home health care is preferred for positions in the Health Services Section. For vacancies in the Bureau of Long Term Support, psychiatric nursing experience or pediatric nursing experience is required.
