If so, The Department of Military Affairs is hiring a Program and Policy Analyst position. We are located on the east side of Madison just north of the MATC Truax Campus on Wright Street. Position Summary:   This position will serve as the program manager for the Emergency Management Performance Grant (EMPG), Emergency Planning and Community Right-to-Know Act (EPCRA), and other related grants managed by Wisconsin Emergency Management (WEM). This will include managing the programmatic implementation of the EMPG from time of federal application to close-out as well as management of the sub-recipient process and oversight. Position will also work closely with the WEM Planning Section to manage the programmatic deployment of the sub-recipient EPCRA grant from application to close-out.

∑ Position requires a valid driverís license as this position will be required to serve as a duty officer and operate state vehicles.
∑ All division employees may participate in emergency response exercises and may assist in the response to actual emergency situations, with little or no advance notice, for extended periods of time, including weekends and evenings.

Qualifications:   Minimally qualified applicants will have training and experience in the following:
1. Grant application process, preparing award documents or monitoring.
2. Project lead or serving as the primary point of contact for a program area.
3. Interpreting programmatic guidance.
4. Providing technical assistance to customers.
5. Working in a team setting to develop and/or revise plans or procedures.
6. Considerable knowledge and experience working in MS Office (Word, Excel, Power Point, Access) and Adobe.

Well qualified applicants will have experience in the following:
1. Grant management including application process, preparing grant award documents, and grant monitoring.
2. Developing and/or revising plans, reports and grant guidance independently.
3. Local, state, or federal emergency management agency/department
4. Program or project management.
